President of a consulting practice focused on management and planning for local and other government agencies and non-profits. Services include leadership and management capacity building, strategic planning, policy and planning advice, development planning and negotiations, and intergovernmental negotiations. Projects include:

University Neighbourhoods Association:

In 2018, led the UNA staff and Board through a strategic business planning process. Prior to that, reviewed the Board of Directors Standing Committee structure. In 2014, conducted a comparison study of the UNA elected Board members’ duties with those of elected municipal Mayors and Councillors.

Tsawwassen First Nation:

Acted as Interim CAO for eleven months while they searched for a new CAO (2017). In addition to day to day management of the administration during that time, initiated a strategic business planning and budgeting process, and dealt with issues related to assuming responsibility for maintenance of the urban infrastructure that had been developed; ongoing residential, commercial, and industrial development; the proposed Vancouver Port terminal expansion; and implementation of the recommendations from the Lands Department Review conducted in 2016, described below.


Prior to acting as CAO, conducted an organizational development review of the Lands Department. The Lands Department included land use planning, buildings, land and property management, business licences, parks and recreation planning and development, housing, and engineering services.

Capital Regional District, Salt Spring Island:

Managed a planning process to prepare a master plan for a sport fields/park site, and to seek ALC approval for a non-farm use.

BC Mayors’ Caucus:

Facilitated the first and fourth meetings of the BC Mayors’ Caucus, at which Mayors from across BC gather to discuss municipal issues.

North Salt Spring Waterworks:

Undertook a study to raise the level of St. Mary Lake to increase the water supply capacity, which included liaison and consultation with property owners, and on the basis of consultations, to identify and design remediation requirements for each property fronting on the Lake.

Roman Catholic Archdiocese of Vancouver:

Rezoning of Campus of Care Site to permit construction of a new office and residential building; assistance with municipal planning applications and development approval processes on Archdiocese projects, such as finalization of a revised Cemetery Master Plan and related implementation actions.

Bowen Island Municipality:

Acted as “interim planning director” for the Island, during which time services were provided related to preparing a strategic business plan; dealing with outstanding rezoning and development applications; and advising on planning policy issues such as ferry marshalling and the use and development of surplus lands.

Asia Pacific Gateway Skills Table:

Development of strategies to better integrate Gateway planning with municipal planning and regional planning (in partnership with a second firm).

Vernon, Hesperia Development Corporation:

Preparation of the Development Plan, CD zoning bylaw, rezoning application, and development agreement for a 28 hectare, 1400 unit site for the City of Vernon Land Development Corporation. The project focused on achieving attainable housing, setting new City standards for urban design and sustainability, and providing an inclusive public consultation process.

City of Edmonton:

Three projects were completed:

  • New Planning and Consultation Process for the Redevelopment of Large Sites in Mature Neighbourhoods
  • Planning and Design Guidelines for Residential Infill in Mature Neighbourhoods
  • Mature Neighbourhoods Planning Strategy.

District of Summerland:

Negotiations on behalf of the District for a major resort residential development.

North Okanagan Regional District, Greater Vernon Services:

Acted as Interim General Manager for Greater Vernon Services.

City of Vernon:

Planning and management assistance with major projects and policy issues.

Resort Municipality of Whistler:

Comprehensive Sustainability Plan.

University of British Columbia:

Interim Director, Business Operations – acted in the position for approximately one year while the Department considered a new organizational framework. Undertook a number of specific projects through the Campus & Community Planning Department that included Strategic Business Plan Preparation, Parking Management Strategy, Building Permit Process and Procedures, and Organizational Review.

Rapid Transit Project 2000:

Intergovernmental negotiations and planning for the Evergreen route.

Federation of Canadian Municipalities:

Leadership, Management Capacity Building, and Strategic Planning for Rafah, Palestine, funded by CIDA.
